For whatever reason the "local Scout" feature that is part of the search and maps is only available for a few regions. Even though it works fairly well in other regions.
If you want to use local Scout and you not in one of the supported region( Australia, France,United Kingdom,United States).You can do so by going to:
Settings -> Region+Language -> At the bottom of the page you'll see "Browser & search language change this to "English(United States)"
Once that is done you should have access to local scout. I'm located in Canada and have been using it this way for several month and haven't noticed any issues. I'm assuming though if you are using non-english language you will run into some issues.
